If the city does not maintain that road who does? I checked the ncdot website which has a map of state maintained roads, and it is not a state maintained. Please advise who I should contact. Sewer is most certainly operated by the City of Raleigh.

Are you just trying to make me go away? This City 100% maintains the sewer and road. I attached a screenshot from the NCDOT website to further show they do not maintain this road. Please advise how this issue will be rectified.
