Aphids on trees making parking lot sticky !

A. can we get the parking lot tree situation fixed? it’s NASTY! at minimum the standard wash down with the flusher truck! I spoke to horticulturalist at UCD and they said: I know the wooly aphids on hackberries are back this year. But no matter what tree it is a sucking insect and that is the plant poo. Bayer tree and shrub saved the hackberries years ago. You do a soil drench once and tree is good for the year. The main ingredient however is toxic to all insects so timing is important. Besides bayer you can spray a horticultural oil during winter to hope smother the eggs and overwintering adults. is there anyway you can confirm this and properly and finally solve this issue? you think the city will cover the damage to my cars clear coat?
