I would prefer an experiment where this particular receptacle is removed. I don't believe this trash bin is being used for simple walk by traffic. I have observed people walking out of their house putting their household garbage in this particular bin for some reason. Haven't had the opportunity to question why they do this.
I respectfully disagree. With that philosophy there will be no trash receptacles in the city. More receptacles and more frequent pick up is what I would like to see.
Education needs to occur and penalties need to be levied to those who use the trash cans for household trash. HDSID recently put a new type of top on the cans along Newark to prevent this-- or least make it harder. A sign to educate people that a fine exists for violators is also needed. Finally, staking out a can in the morning when people are taking their bags out on their way to work is needed. I've made these recommendations to JCIA several times and nothing has been done. My understanding is that this will change.
Thanks Stephen. They have taken care of it. Because it's a chronic problem, and not just with this receptacle on this street, there has to be a policy shift with regard to where, what kind and how many receptacles are placed on our streets.
