For the past few years this neighbor has had a dog and as soon as she lets her dog out it barks at literally everything and nothing! She has been apologizing for years but continues to let her dog out at anytime of the day and for sometimes hours at a time. Mostly 1-5am the dog is barking on and off. I think she leaves the door opened for the dog to come in and out. I dont know who to call to make this lady stop letting her dog out at ridiculous times for long periods of time ??
