The medians have an automatic drip irrigation system, so watering may not be apparent, and the plants on the medians are drought-resistant and appear to be doing well - could you clarify specifically which area is of concern?

The drip irrigation system hasn't worked in recent years. Besides the dead plants and the overgrowth by weeds, the median strip -- especially between Webster and Telegraph -- is full of trash. It's one of the biggest eyesores in the neighborhood.
