Homeless/vagrant infestation relapse under the NW Glisan St I-405 overpass. The City of Portland entered into intergovernmental agreement to take over pest/vagrant nuisance management. The city claimed that it felt it was better at management the nuisance than ODOT. It still takes months, infestation continue to relapse time after time in the same spot, just as many people expected.
