John, I'm going through a similar issue on my street. I don't know if our cases are alike, but some insight might help. The problem is the city cannot get the court summons into the owner's hands, and if the owner isn't notified, then the owner cannot be held to "you have x-amount of days to fix it". Since they can't get a hold of the owner, they keep continuing the court case. Now, if the building falls into disrepair, the inspector of the case can do the minimum to keep it safe (i.e. if a window is busted he can board it, if the door is busted he can board it), and there is a process to get it condemned. It would have to have holes in the roof, structure problems, etc. If you have an HOA, have the president call the number above and ask to speak to the inspector assigned to that property. They will be able to tell you what has happened and where they are in the process. Your submissions keep getting closed because they are all ready aware of that property and have proceeded on it.
