Suspect running a day care business, witnessed four children out this morning. Given they are Hispanic and children with blonde hair, suspect day care without proper licensure. In addition multiple families living in this single family residence. Collecting benefits while working under the table is commiting fraud. Please address at your earliest as one blonde haired child, approx age two was down by the side of the road. Cars and trucks go speeding by on these Avenues.
