Property across alley looks to be dumping water directly into the alley which goes directly onto my property.
You can see rest of alley is dry except water that is being expelled around his fence.

I recall speaking with the owner across the alley about this same drainage issue. I'll have to take another look & reach out to the owner again. Thank you for the tip & for your patience.

Per a comment posted by the City of Hammond Environmental Dept. on a more recent 311 issue on last Friday 11/22/2019:
"An inspection of the property and garage was performed. There was no evidence of any material being dumped. The resident does have a sump pump discharge that once drained from his house through the fence to the alley. He has since shortened the piping by nineteen feet so that it is now discharging in his backyard. The resident has tried to build up the land near the fence to keep the water from flowing into the alley, but after a heavy rain the water sometimes still makes its way to the alley. The resident stated that he will keep an eye on it and modify the drainage further if need be. Please contact the Environmental Department at 853-6306 if you have additional information that you would like to share with us."
