CITIZEN STATES THERE HAS BEEN A LOT OF RESIDENTIAL CONSTRUCTION GOING ON AND HAS CREATED ABOUT 4" OF EXTRA DIRT THAT HAS BEEN DUMPED IN THE ALLEY. THIS HAS CREATED FLOODING AND RUNOFF ISSUES INTO RESIDENTS YARDS
