It's worth noting that these bathrooms are being damaged and rendered filthy by the same folks that hang out by that wall in the park. Removing the wall makes it easier to enforce vagrancy laws, which will make it easier to maintain these bathrooms.
That is what is known as a straw man argument. Straw men arguments are favored by dishonest and illogical people.
The wall makes the enforcement of vagrancy laws more difficult, and directly contributes to the vagrancy issues at the waterfront. Everybody who is concerned about waterfront vagrancy and all of its damaging effects, including the abuse of these bathrooms, should consider the benefits of removing that wall.
That is what is known as argumentum ad homine, or an ad hominem argument. Ad hominem arguments generally take the form of personally attacking somebody, or denigrating their character (e.g. by suggesting that they are dishonest and illogical) as an alternative to offering a reasoned response to their argument.
People who lean against that wall are also responsible for trashing the bathrooms. Obvious solution: knock down the bathrooms -- makes just as much sense.

And "that wall" by the way is a war memorial.
