Sounds like the same group of bikes that ran the stoplight at Capital and Triangle Town Center that I saw. Three members of the group pulled into the intersection on Capital and stopped (while people turning out of the mall had a green light) and essentially blocked the road until all 15 or 20 motorcycles made it through the intersection - along with a truck that was following behind. By the time they finished the light was already changing and the mall traffic lost a whole turn. Unless this is witnessed first hand by multiple officers who can respond and maybe caught on camera for proof by a citizen nothing will be done about it though.
