Do you mean that you cannot tell where to position the vehicle when travelling north on Topeka Blvd and trying to turn left onto 12th? If so, please read below. Otherwise, please describe what you experience when you have difficulty. You can reply here or call Traffic Engineering at 785-368-3842.
Arrows are applied to turn lanes during new construction projects, with long life material. However, we do not refresh the arrows as they fade because traffic would have had time to adjust to any new configuration. In the Topeka/12th intersection, we do refresh the dotted lane lines that help guide turns, however our paint products are not long life. These lines were refreshed last spring and will be refreshed again next spring. Keep in mind that the lines should not be necessary as the signal head placement and view of the receiving lane should be your true guides, with the pavement marking just assisting (think about how it's done with snow on the ground).
