No, the city speed limit is 30 mph *except when otherwise posted*. In this instance, it's posted 40 mph.
And you didn't answer my question. Why is 40 mph too fast?

It's too fast because when you are coming off the Pike doing most likely 65 MPH, you should adjust to City driving speeds, which is 30 MPH, and particularly in this location, where you are coming over a hill and cannot see the stop light over it, you shouldn't be doing 40 MPH.
You should be slowing down as you get to the neighborhood where people live at the bottom of this hill on Cambridge Street.
Why can't Click Fix notify the appropriate state official that the sign should be taken down, or changed to 30 MPH. Sounds like someone is throwing up their hands and saying, "Nothing we can do!"
