Housing means rules and working on getting help. For the most part these folks are addicts and or mentally ill. The biggest issue is the endless enabling and pandering giving addicts just enough to live like this without ever really addressing the the on going problems is not working. Prop 47 has allowed these street people to steal commit vandalism and never being held accountable. What ever happened to tough love and having them be held accountable. I have Zero empathy for anyone who refuses help.
If this stuff doesn't get nipped in the bud, before long you end up with a situation like the massive homeless camp at the Home Depot in Oakland, which has become a major safety issue. Oakland has a huge job trying to clean it up now, because it was tolerated for so long.

A civilized society has to be compassionate towards those in need, but at the same time there has to be rules that everyone follows. If people are offered help and refuse it, it simply can't be an option to live on public land and trash it, along with creating major safety issues like the 158 fires the Oakland Fire Department has responded to this year at homeless camps. But so many just say "Homelessness isn't a crime!" and throw up their hands.

This is railroad property. My understanding is that they have given the City permission to move folks off their private property. Will they? 🤔

Has anyone seen the YouTube video on this subject " Is Seattle Dying" it is 1 hour and spot on as to what is happening in the bay area. Homelessness is not a crime but a great deal of street people are hardcore criminals with nothing to lose.
Area recently cleaned up, however, new tent arrived yesterday. Real cat and mouse game. Too much City Hall virtue signaling and for the HLOs #thestruggleisreal.
It is not illegal to be homeless. They cannot be asked to leave if they are on City space and there is no alternative housing or shelter that can be offered for them to move. This is the law, called Boise decision, which was upheld by the Supreme Court in January 2020. If they are occupying a space that is privately-owned, owner can ask them to move. If they refuse, call APD, as this is trespassing. If an illegal activity, emergency, or someone is in imminent danger, report to APD. Outreach is aware of this site and visits the encampment regularly to offer services and connect individuals to resources.
