The two blocks of Court -- Olive to State (frankly, much of the rest of the city, too) -- is a littered mess. Property owners first must maintain their property, actually pay to keep it clean; the city needs to take the debilitating quality of life issue represented by its citizens wallowing in trash, litter, seriously; and each one of us needs to spend a little personal time picking up trash wherever we go in New Haven, to set an example and to reduce the blight of litter.
