Why is this the property owners responsibility? It is caused by the overgrown tree roots in the city easement.

According to Kansas State Statute 12-1808 It shall be the duty of the owner of the abutting property to keep the sidewalk in repair. The owner must make contact with the City about the repairs of sidewalk.

the tree that was pushing the sidewalk up has been taken out. I am extending because I am sure they are waiting for the ground to settle a bit before replacing the missing sidewalk slab.
