In accordance with County Code §13-1-107, persons are prohibited from raking, blowing, or otherwise depositing leaves, grass clippings or other yard waste, litter, trash or rubbish on or into a County right-of-way, storm drain or waterway. However, in order to cite someone for dumping yard waste into the ROW, a citizen must identify the individual(s) by name and sign an affidavit witnessing the dumping.
