Description
The upper half of B. Street (heading towards W. Broadway) is constantly dirty. For the life of me I can't figure out why the dumpsters in the housing developments aren't enclosed so that the homeless and others can't rifle through them and leave trash everywhere. As of late it only seems to have gotten worse. Can't these be enclosed?

Another issue is that all this garbage attracts seagulls to roost in our area, by providing them with a constant food source to feast on.
A problem that is further compounded by a female resident in the building at Broadway and B who also feeds bread to the seagulls in the building's parking lot.
Ultimately, this all contaminates our drinking water when the seagulls' feces ends up in our water reservoirs, according to a recent statement issued by the Department of Conservation and Recreation.

While I agree that street sweeping would help, why not go right to the source and enclose the dumpsters? This would not not only curb the trash from blowing out of the bins, but it would also help to discourage people rummaging through them. I know that not everyone takes pride in where they live, but it doesn't mean that I should (or want to) pick up your trash.
Who cares about new sidewalks??? Why not do something that is somewhat necessary and make an immediate difference.

This can only get worse after the Parade on Sunday.
I hope the City starts street (and sidewalk) sweeping in the area sooner rather than later!

Another issue is unauthorized dumping into the unsecured dumpster. I've seen vehicles pull in, dump their trash and drive away.
Last night, someone walked out of the new deli at 4th and B Sts at closing time with a trash bag. They walked across the street and tossed their trash into this dumpster.

Not to mention the seagulls that infest the area because they can feed off the open trash.
Their droppings only further litter the neighborhood (and ultimately contaminate our drinking water http://www.boston.com/news/local/massachusetts/articles/2011/01/28/state_urges_residents_not_to_feed_seagulls/).
