  There is a triple issue here and the encampment knows this and exploits it. If they are on the off-ramp grounds it is CalTrans land. If they are on the railroad grounds they are on Union Pacific land. If they are near the aquatic park they are on Berkeley land. The encampment started a few years ago near the aquatic park. Berkeley cleared it out and erected a fence in this area to prevent their return.

  That is when the encampment moved over the current CalTrans area. This area has been cleared a few times. The encampment will either move across the street to the train tracks or disappear for a few days. Only to just return and settle right back in. We can continue to push on Emeryville and Berkeley but they don't really have much ability to solve the situation. I think the real push should be for CalTrans to step in and install fencing or some other solution.

  Ironically there is a sign that says $1,000 fine for littering as you exit the Shellmound offramp. You are then greeted with garbage everywhere. I agree this is also a safety hazard as well.

  CalTrans will usually say the issue has already been reported. They will come out in a few months clean it up and then the cycle will continue until something is actually done about it sadly.

  This has been an ongoing issue for years now. It is a blatant safety hazard for for motorists exiting the freeway and this hazard only increases at night due to the lack of lighting in this area. Now that the weather has gotten cold again, campfires can be observed along this stretch of road at night as well. This presents a fire danger and creates poor air quality for nearby residents since these fires typically include chemically treated wood, plastic, and other trash. Berkeley, Emeryville, and CalTrans all seem to be ignoring what is going on here.

  Large fire broke out in the camp tonight. Picture was taken shortly after the fire began and first responders were on scene. Thankfully they arrived quickly and routed traffic around the off ramp because shortly after this photo was taken there were loud bangs followed by even larger flames. If cars were still taking this exit it would have been extremely dangerous. Members of this illegal encampment may have been injured by this fire. This area needs to be cleaned to prevent future incidents. The density of the encampment and the number of fires here each night have been noted on this website numerous times. The residents of the nearby neighborhoods were also exposed to whatever chemicals accompanied the large black smoke cloud put off by the blaze in addition to the burning that occurs here on a nightly basis.

  @CityOfBetkeley Is there an update on resolving this? This has become a huge safety concern when exiting the off ramp. Homeless walking around and bicyclists have been along the off ramp as well!

  I was shared some information from the public works dept in Emeryville, apparently neither Berkeley or Emeryville is doing anything to remove the squatter camp as the land belows to CalTrans. However Berkeley/Emeryville have taken it upon their tax payers to offer various social services to the squatters.

  I would like to know how the city considers this resolved. The camp has only grown bigger, with more tents, furniture, trash, and cars. I even saw a couple of rats run across from the encampment to the train tracks.
