Across the street from Grace Chapel, there is a forested wetland on Worthen Street. There is widely scattered litter, trash, and debris: mostly beverage containers, among the trees. It is a lowland and currently partly flooded. Who owns this property? Who would be responsible for picking up the widely scattered trash among the trees?

The land here is flat, about 2 or 3 feet below the grade of the sidewalk (where it is also pretty flat). It is dry mud bottom with somewhat dense vegetation. There is about one trash item every 2 or 3 feet of area: beverage containers, wrappers, etc.
There are two similar wooded areas nearby, toward Bedford Street, smaller, but similarly littered, on opposite sides of the Battle Green Apartments.
