"Traffic light has a dangerous sequence. Traffic facing north on Redwood Road and turning left onto Skyline Blvd (on a green light) has no way of knowing if opposing traffic has a red or green light (sometimes it's red, sometimes it's green). This causes great confusion and we've witnessed several near-collisions."
This situation is still happening, and creates traffic confusion on a regular basis. That is, northbound Redwood Road gets a green light, southbound Redwood does not, but northbound has no way of knowing this and expects southbound to proceed--which sometimes they do, sometimes hesitantly, sometimes not at all. Simplest solution would be to program for green light both directions, always.
