Isn't that the homeowners responsibility and not the city of SeaTac? Since it is on private property it should make it the homeowners task to remedy the issue.

Your request has been reviewed and assigned to the CED, CODE COMPLIANCE Department.

My understanding is that code compliance can assist the homeowner in remediating the graffiti. As these properties are still attempting to be sold, I imagine that the homeowner is probably highly interested in remediating this as soon as possible and that this report will primarily serve as documentation. Hopefully this data helps SeaTac prevent future graffiti.
