This is still an ongoing issue. 8 or 9 out of 10 vehicles do not stop. It's a catch 22: people won't step in the crosswalk until vehicles stop for them, but vehicles won't stop (if the do at all) unless the person is in the crosswalk - and thus taking the law literally.

I've seen this at the two times I usually cross the street heading to and from work: approximately 10 am and approximately 9 pm. It is hit and miss (no pun intended) on the weekends - although, usually the larger the group trying to cross, the more likely traffic is to stop.
I was nearly hit by a car to this evening (around 8:20 or so) while I was in the crosswalk. The driver clearly should have been able to see me coming (his headlights were on) and I had left the median, as I was in his direct path. He decided not to stop until the last minute, screeching his brakes, only when he realized I was not going to speed up to get across.
Something needs to be done - maybe more emphasis on the "Stop for pedestrians" sign in the median.
The other day I stepped into the crosswalk and someone nearly hit me. They honked at me as if I did not have the right of way. A few months ago, at night I was almost hit by someone who did not plan to stop.
Maybe a more clear and/or lighted "pedestrian crossing is the law" sign is needed - or maybe one on the right side of the road because people obviously don't see the small one in the median.
