Oh that's so dumb. I see this all the time too. Last year I was walking down Western Ave and saw a car parked all 4 wheels up on the sidewalk. I saw a cop nearby on construction detail so I asked for help. It was HIS personal car (not a squad car) and he told me to walk around! I asked him to move it and he was so mad I thought he might shoot me or arrest me. So he moved the car - waited for mew to get by - then parked up on the sidewalk again because he didnt want to find a legl parking space while he gets paid $50 an hour to read his text messages.
