All those cars parked all over the yard right up to the front door at 15 Inland St. is a public health issue. They also park on the sidewalk have they got tickets for this? Since the City of Lowell is doing nothing about this situation it is time to look for other assistance.
I beg to differ,a few vehicles are usually parked , on the side walk, so pedestrians can't get by, and emergency personnel would have a difficult time getting into the front door as that too is usually blocked by a vehicle.and since when have private yards become parking lots?
I hope you are not serious, no wonder the neighborhoods are in the condition they are in. First of all it is a public health issue because if there ever was a fire there a fire truck would not be able to get in. All those cars parked around and in front of the house would cause a disaster in a fire and cause a lot of damage for the neighbors. I am sure there is a law that states you cannot have a yard full of cars unless you have a permit for a car lot. Also they are parked on the sidewalk and should be ticketed.
As stated before, the property was inspected, and every vehicle on site is registered currently and legally parked. The property did not have any violations.
Any cars parked on the sidewalk should be ticketed by any LPD officers patrolling the area.
I'll give you the benefit of doubt, and accept that the vehicles at 15 Inland St. are registered, and I realize that what you're really saying is that there is no limit to the number of vehicles that can be parked at a residence, and if I want, or need to park 10 , or 12 vehicles around my house,( like wagons around the campfire), I can do so; neighbors be damned. And what you're saying also is that community standards, such as property up keep is just about non-existent, excessive swaths of asphalt with hunks of metal on rubber wheels sitting on them is not a quality of life issue, in Lowell. When you were last on Inland St. Did you notice the number of non-permitted drive ways, and parking lots there? Maybe your dept. can work on them next week and when I see the LPD ticketing vehicles in the Highlands, for parking on the sidewalk, I'll inform this place.
If you do see illegal paving, please do report it to us and we will inspect, and give citations and/or stop work if necessary.
Also, for the community standards, we can only enforce the ordinances that are on the books. I would encourage you to talk with your neighbors, neighborhood leaders, city councilors, etc. about what you envision your neighborhood to look like in the fututre. Perhaps you could organize a "spruce up" day where a large group of volunteers go around the neighborhood and tidy things up. It is important to have dialogue about these issues without fingering blame at any one particular person or group of people. Chances are there are a lot of people who have the same ideas as you but have not spoken up about them.
The only group of people I've pointed my finger at on this site are city officials responsible for enforcing city codes, and who don't, or who are lax in doing so. Also one would have to be blind, to not see illegal paving around the city, ( Lowell is a windfall for paving companies.),which flies in the face of the city's campaign promoting itself as green. The foundation of many city ordinances, on the books, are quality of life, issues and or community standards. Criteria such as distances from a neighbor's dwelling, or property line are built into the ordinance.Why? For reasons such as noise, car fumes, and aesthetics.likewise the city's noise ordinance is in place to combat the negative effects of noise , on city residents. Community standards are written into many ordinances.From my perspective three things are ruining the neighborhoods,one is the paving of lawns, and yards, an increase of non-permitted drive ways, and the conversion of single family homes into multiple apts. This forum obviously isn't going to stop the deterioration, and obviously Mr. Magee, hasn't got a clue about the problem, and how to fix it for his concern is in not offending certain individuals, and groups of people, whoever they may be.
When is something going to be done about the excessive paving in the Upper Highlands. I am sure there must be laws preventing someone from paving the whole yard and turning it into a parking lot. I hope the city does something soon before it continues and spreads over other parts of the city. The upper highlands is turning into a cement neighborhood. Are you going to wait till it hits your neighborhood ?
I do not care if the 15 cars parked in a small yard at 15 Inland Street are registered or not. It is not legal to park all those vehicles in such a small area unless they have a parking lot permit . Please read up on the city neighborhood ordinances. It is quite clear that the people working for the city are quite ignorant about these issues. Perhaps a class or workshop for the city workers so they can really comprehend what these ordinances entail.
This issue was never taken care of. That small lot cannot support 12 cars registered or not. This is another example of how Lowell is becoming rundown, and property values decreasing not just here but in other sections of this city. Could someone please tell me why people park all over their lawns when they have empty driveways????
I have a prediction 467 Stevens St. a single family will be converted to multiple apts. , with excess paving, and cars everywhere, also I predict that 224 Parker St. another single family, which has been vacant for years will also be converted to multiple apts. with asphalt covering the grass, and ground. Most likely these contractors doing the work don't live in Lowell, and don't care how they leave the environment, or the city as they're concern is only with the rent checks sent their way. I want to know who , in city govt. authorizes these plans, and do they know what they're doing?
Why has this issue been closed??? Has been looked into and taken care of or not. I went by the property today and nothing has changed. Why are some zoning laws enforced and others are not. Why do some people have to get permits for driveways and others do not???

In the photo which accompanied this submission an SUV is parked squarely on the side walk, a clear violation.Also the number of vehicles parked on this small lot, and their closeness to the house is not in accordance with zoning. This lot is an excellent example of what is occuriring all over the Highlands, lawns are asphalted, and used as parking lots. At the corner of Pine, and Princeton Blvd ther is a house which has three cars on the lawn, though there is plenty of off street parking, and a garage. I wonder if the individual , who took the photo, also noticed the number of non permitted driveways, on Inland St., and throughout the city. If I had a nickel for every non permitted driveway , in the city, I'd be rich.
