I have seen a dog killed and several accidents on E Hargett between East and Tarboro in my six years here. Stop signs at Swain and Hargett and Camden and Hargett will save lives.

I agree 100%. The speed limit should be 25 and we need stop signs at Swain and Camden, as these areas are heavily trafficked by many pedestrians and children. They are also intersections for bus stops.
Speaking of buses, those buses go at least 40mph down Hargett and drive over the yellow line. It's incredibly unsafe!

Thanks for the e-mail. The installation of multi-way stop signs in Raleigh is governed by warrants set down in our guidelines, the federal Manual on Uniform Traffic Control Devices (MUTCD). The major warrants concern accidents in or close to the intersection and the volume of traffic entering the intersection. There was one crash in the last 12 months that could have been corrected with stop signs. The warrant need 5 such crashes in 12 months. While there is quite a lot of traffic along East Hargett, there is relatively little on Camden. The warrants require 300 vehicles per hour over 8 hours for East Hargett. During the heaviest travel times East Hargett had a little over 250 vehicles per hour, which is close. During those same hours Camden needed to average 200 vehicles, pedestrians and bicycles per hour. Camden averaged just under 40 vehicles. We don’t do pedestrian and bicycle counts unless the vehicle total on the side street is relatively close. The intersection just did not meet the requirements.
That being said, I will pass your crosswalk request on to one of my colleagues. They will come out and do a crosswalk study and make a determination.
Speed limit reductions are done through citizen petition. Because of the volume of traffic travelling on East Hargett, the speed limit can be reduced to 30mph from South East St. to Parrish St. If this is something you’d like to pursue, let me know. I generate the petition and mail it out. You would then have 60 days to gather signatures from at least 75% of the properties listed on the petition and return it to me. I would then place an article before City Council for their approval and once approved the work requests would sent to our sign crew who would install the new signs. It sounds complicated by we do about 20-25 speed limit reductions every year.
