Large State DOT trucks moving at high rates of speed in parking lot THis would be construed as wreckless driving on a state highway and it seems to be consistent with horseplay using state equipment while on state time clock. someone is going to be injured eventually

The address of this reported issue is in North Haven. North Haven doesn't have a contract with SeeClickFix. That means nobody employed with North Haven's local government is going to see this. That's why we can see the following sentence at the top of this issue: "This is an unaffiliated request"
You might want to use a different method to contact your town's police department.

The SeeClickFix platform is a software product contracted to towns/cities that have chosen to engage SCF in a contract. The personnel who are monitoring this website to take action on reported issues are not employees of SCF. Rather, they are the government officials employed with the towns/cities which have purchased the product. You are correct, issues are forwarded to different departments, but only within departments that are in the same town/city.
You're idea is plausible and would be perfect in a socialist economy; however, our country's economy is capitalist. If contracted towns/cities were to correspond with each other towns/cities which don't have contracts with SCF, it would deter our local governments from engaging SCF with contracts and consequently result in a lack of business with SCF.
Basically, the towns/cities with lower incomes would simply ask their neighboring towns/cities to keep them informed about issues in other towns/cities.
