The leading left turn arrow operations was implemented at the Craycroft and River traffic signal intersection to allow us more flexibility to distribute signal timing per direction more effectively. The change has improved the overall capacity of the intersection by using time that was previously wasted with lagging left turn arrows by allowing the through and leading left turn movement to run together based on demand of the opposite direction leading left turn. As for your request I did several observation of the intersection at around the 4:45 to 5:45 Pm period and found the issue you describe infrequent, additionally the northbound left turn movement is permissible during green ball indication when there are gaps in opposing through traffic. On my observations most cars that weren't able to get into the left turn lane because of the queued through movement made the left turn during the green interval at a gap in traffic.
