We have seen very big Rats running across the street, that have come into our house, have found dead near the sidewalk in the road. It is insane. And when we called the city, they said to buy traps. There is nothing else they can do because of all the construction. We do put traps and they disappear for a couple days and they keep coming back. This is very frustrating and scary.

-DPW baits manholes throughout the city on a weekly basis to try to combat the problem. This is what they're legally permitted to do.
-It sounds like you are a homeowner. If you were a renter, then Inspectional Services could ticket the landlord until he hires an exterminator.
-This is a problem that has persisted, not just in Chelsea but up and down the entire Eastern coast of the USA, since at least last year. Kind of like a rodent El Nino.
-Do you have dogs or small children? If not, consider adding poison to your arsenal. Thankfully, I don't have a rat problem, but I have been battling mice all summer, which makes no sense. Usually they come in the fall/winter when it gets cold. But two dozen mice later, I'm still setting traps. El Nino!
