There are a couple of problems: 1) This car takes up parking space that is desperately needed here; and 2) Mansfield Street/neighborhood derives no advantage or extra spending just because this jerk finally paid his tickets.

All I can see is a person who is violating our city's laws and paying the appropriate fines to repay his debt to our society. Sorry, but this dude seems to be fulfilling his debt to our city. If he weren't paying the tickets, then I'd say, "Screw this dude.", but he's paying his dues, so let's leave him alone.

If I'm understanding this right, the complaint is not about paying or not paying fines, it is about a resident illegally using a visitor permit. Visitor permits are only meant for real visitors (less than 10 days, with special arrangements possible), not people who actually live there, and who don't want to register their car in the city, and don't want to pay vehicle taxes. Misuse of a visitor pass is expressly prohibited, and is subject to a $200 fine. But even if the person pays the fine, that doesn't mean they can just keep doing the same thing. If your car is registered out of state because you consider yourself an out of state resident, then you are not entitled to resident-only parking, but you can't be a guest for a year, and this person's fines record proves that they have been here for at least that long. It's just a question of basic fairness and honesty, and following the law. I think that that is the problem.
