It is obvious that Quan cares more about the homeless than the citizens of Oakland and the properties involved (Lake Merritt, the Veteran's Memorial building, the surrounding area that includes Whole Foods, a church/school, and one of the busiest intersections in Oakland)
Attached is a photo taken 9/21/13. In the foreground is the new camper, someone on a bicycle contraption. This person has been there for three days. Behind the bicycle camper is a stand of trees, low to the ground, where a guy in a football jersey is camped (you can see the orange and white cooler.) This person, and his friend have been at this site for several months now. They have pallets and coolers (all the comforts of home.) Behind this guy is a creek that flows into Lake Merritt. In the background is Lake Merritt and the Fairyland area. And if the newest resident isn't a clue of the growth of the homeless in the area there are other hidden camps and stashes of gear nearby.
