I have experienced this as a problem that has been going on for many months. Can this be escalated to a level of management that can resolve this once and for all?

As mentioned by Paul, I also agree this has been a big issue for at least the past year. I actually submitted ticket 7033369 (https://seeclickfix.com/issues/7033369) recently about it, and it was closed as fixed. However, that doesn't appear to be the case--at least not fully--such as this morning when the northbound State Street traffic was backed up from 11400 S to Lone Peak Hospital.
