I observed the construction company sweeper attempting to clean the streets yesterday. Nothing got cleaned - just wet down and redistributed. When will the Construction Inspection Division look into this problem and will the written report be available to the citizens?

The construction inspection division (CID) is working with the general contractor of the site to help keep Martin Road clear of debris and sediment. We have asked them to implement several new measures to help with this issue, one of which is to have a person stationed at the construction entrance full time to monitor equipment leaving the site and manual clean as necessary. Our site visit today, 2/6/20, identified minor sediment directly at the entrance (which will be cleaned) and the majority of Martin Road was in good condition. Minor sediment today and in ok condition only because it's raining and getting washed away. No more slap on the wrist, fines need to implemented.

We acknowledge that the contractor had deliveries yesterday from flat bed trucks which tracked onto the road. Unfortunately we can not be at the site during all work hours. We were alerted of the problem yesterday afternoon so the first we were able to respond was this morning. Ideally we can be called directly and can respond much quicker, which is our preference.

We do not issue fines. As a rule our enforcement goes from a repair order when items are identified that need repair, a notice of violation if items are not repaired in a timely manner, and stop work orders. We will issue a stop work order but the contractor had already stopped work on the site today and items were being repaired. Had we been at the site at the time of the violation yesterday and identified soil leaving the site we would have stopped the work. For your question, when we evaluate we differentiate between staining of the pavement and actual soil being tracked into the street. Photos can be difficult to interpret so getting the information quickly and getting to the site is key.

Right now I feel that we have had a good discussion with the contractor to move forward. We will continue to monitor closely as we are able.

Thank you for the response and information. This issue was reported nearly a month ago 1/14/20, not just yesterday. Yes, it was reported again yesterday because nothing had been done and only getting worse. Your department had nearly a month to monitor the violation and failed to do so until this picture was sent yesterday, with no question about "tracking" or not "tracking". Please just do you job, that's all we the tax paying citizens are asking for you to do. Builders and their workers do not live in HoCo so they don't care, your Department should.

So much for you good conversation, clearly it was on death ears. What inspector is assigned to this site? Clearly that inspector needs to be reevaluated or reassigned immediately.

If Mr. Risso would publicly announce when the next inspection is scheduled, or when he receives the next complaint, I am sure the citizens would like to observe the inspection process. Mr. Risso, when will the next evaluation scheduled? I would love to be there to hear an explanation of how these incidents happen, what tangible timelines are established, and what measurable systems they will establish to ensure compliance.

Thank you Sir. I think we all want the same thing, our County Officials to work for and earn our tax dollars and be held accountable if they aren't.

I never did get a response from Mr. Risso. A perfect example of out taxes at work.............
