City Ordinance 2007-230-275, which was approved by City Council in November of 2007, allows receptacles to be placed on city property or in the public right-of-way no earlier than 4:00 p.m. the day prior to collection and requires the receptacles be removed by 7:00 a.m. the day after collection.
Leaving receptacles on public sidewalks, alleys, roads and other city property isn't just unsightly, it also creates unsafe conditions for pedestrians and vehicles. Please help keep these areas attractive and safe by removing your receptacles outside of the specified collection times.

I'm confused. This issue is about people not following City Code Section 86-44 (removing trash and recycling containers in a timely manner). Why would that complaint go to the Central Virginia Waste Management Authority? It seems CVMWA's job is to collect the stuff in the containers and that's it. If CVMWA never emptied the bins, that makes sense, but that's not the issue here. Is this not an issue for Code Enforcement???
The Richmond City Council passes an ordinance (listed above) and the City doesn't want to enforce it? Warnings have already been issued by the City of Richmond, so why would I need to contact CVMWA?

the account holder to be assessed a civil
penalty in the amount of $50 for each and
every calendar day that each and every refuse
receptacle or recycling bin remains on city
property beginning with the date of the most
recent past scheduled pick up time from the
Department of Public Works. Such civil
penalty shall be included on the account
holder’s monthly utility statement and shall
be subject to collection in the same manner
as other utility charges, including delinquent
charges for utilities.
@RVA: Customer Campaigner, according the the City of Richmond's official website and papers, the Department of Public Works assesses civil penalties fro receptacles left out past allowable times...not CVWMA. Please correct your information.

This is NOT a CVWMA issue. Even the city post this on their OWN website! The current notices on the bins were posted by the city, not CVWMA. Even CVWMA says the city does the enforcement and gave a city contact to handle. This is nuts. I will try to deal outside of SeeClickFix as this is becoming a joke!

City of Richmond inaction has created a debris field along the south side of 3100 Ellwood Ave. Multiple residences leave their debris in the public space.
@ neighborhood helper... SeeClickFix IS a joke. It takes weeks for a response to anything and another couple weeks for the next response saying it isn't the responsibility of the city. Unless you throw about 10 recycling bins in the middle of boulevard the city will deny it is their problem!
Yes, SeeClickFix is a joke. I am unsure why SeeClickFix staff 'Acknowledge' an item, but do not send it along to the proper agency for review. SeeClickFix staff should do a better job of informing themselves of City of Richmond ordinances.
@ Randolph Ranger No, the owners/property managers/tenants are too lazy to actually move the bins 6 feet to their own property. People have actually started dumping garbage (half-eaten food and drinks) into the bins. The City of Richmond is also lazy...2 Department of Public Works staff saw the issue weeks ago and have yet to complete the civil penalties.
@Randolph Ranger I forgot to mention that Councilman Baliles also knows...he has reported the same issues since he lives in the 3100 block of Floyd Ave. If nothing gets done, maybe he should be replaced in the next election and the DPW staff fired...I'm sure there are plenty of people who would like those jobs.
I'd be curious if there's ever been a case where someone has been cited for not putting away garbage/recycling containers as per the city statute. Going by this case, if I had to guess, I'd say it's never enforced.
Unsure...The DPW supervisor, Milton Jackson, and the DPW Fan inspector Edwin Blakey were both present and saw the extent of the problem up and down Ellwood Ave. Mr. Jackson though did not want to even discuss the civil penalties regarding either the garbage cans or recycling bins. I told Mr. Jackson that once the permitted time has passed that the receptacles are allowed on the public space, the items are garbage and it is his responsibility to have them removed, just like any other abandoned item.
The city just doesn't care....they could have removed the bins themselves since it is considered garbage after the allowed time. Councilman Baliles and his staff has never followed up. This city has so much dead weight in government.
Also, The Department of Public Works (specifically DPW supervisor Milton Jackson) said DPW does not get all of the info that is written on SeeClickFix...they essentially get an address and a problem. Here is his info:

The Mayor's Office has been notified and nothing has been done. Unless more residents actively campaign for enforcement of existing laws, nothing will happen until the next election cycle.
3/18/2014 - Richmond Solid Waste Mgmt noted they are continually going up to inspect this location to ask the residents to remove the collection containers - this was inspected last collection and they are going up to inspect again today after collection yesterday - rtt
