There are numerous reports of illegal encampments and litter in this area dating back years. It seems like none of the public service entities (CalTrans, CHP, City of Emeryville, City of Berkeley) take this seriously. Updates on resolutions to these problems are often vague or deflective.
Any connection between the huge flock of crows in the Ocean & Hollis neighborhood (some that like to peck on our roof) and all this illegally-dumped trash near the lagoon?

Each agency just passes it off to the next. Emeryville passes it to Berkeley, Berkeley passes it to Caltrans. Hows about you good civil servants work together to fix this problem once and for all? As far as I can tell, the garbage dump extends far out onto Shellmound where the address says, "Emeryville". Seems like the problem belongs to all of you. Emeryville Public Works – Why don't you personally call Berkeley and work together to get to the bottom of it?
The squatters have figured out that this is in a legal deadzone because its between Emeryville, Caltrans and Berkeley. They already learned that Berkeley would move them on so they've been bouncing between the train tracks and the Shellmound exit. Amazed that no one has been hit on that exit.
The encampment has spread out past the "deadzone". They now occupy the space right in front of the lot on Shellmound which is most definitely Emeryville, but still no one will take responsibility. Emeryville businesses need to band together and file a law suit. Our campus has been plagued with needles, public defecation, robberies, fires, health hazards, and a pervasive atmosphere of lawlessness. I've contacted Caltrans, City of Emeryville, and City of Berkeley and no one will help.
Due to the high winds today, large amounts of garbage have been blown throughout Emeryville and Berkeley jurisdiction. Not to mention all of the nearby roadways and estuaries. It is unbelievable how long this has been allowed to continue. It might be time to take down the "No Littering" signs and replace them with "Dump Here" so at least the law abiding citizens can take advantage of the free dumping opportunities.
So Emeryville PWD is closing the issue before you really clean it up? You should clean it up then take a picture showing the completed work. Please make a note not let it get this bad in the first place.
