They still have not been picked up.

The city DOES NOT give out composting bins. Therefore they will not pick them up.

Good afternoon, Bill, and thank you for your comment - we reached out to the staff in the Sanitation Department on your behalf and they responded that they will have the empty compost bins that were distributed to you as part of the City's composting program removed no later than the end of this week, however they ask that you please place them in whatever location your garbage is typically collected, either at the curb or in the alley, as they wouldn't be allowed to grab them from the current location by your garage.
