This sounds like the west bound LAKESHORE off ramp. Either way, it sounds like it may be a traffic hazard and I vote to fix.

If it's blocking traffic and a hazard, can't we call the OPD non-emergency line to have it towed?

Yes, a call to OPD non-emergency line is what should be done. I am not in the area now and have not seen it firsthand. Would someone who has actually seen the car and the danger it poses call it in, please? Karl?
