Yes the Burlington Police Department has community service officers. If you call 658-2700 they can provide information.
If the skunk ran away the police are not going to respond. If the skunk is still in the area and sick or injured they will evaluate the situation if you tell them the exact location.

Animal issues. My understanding is that if the problem involves a wild animal, Fish and Wildlife has jurisdiction. If a domestic pet, BPD can respond. Please clarify. There has been a lot of discussion on FPF's in my area about what to do when one wants to report a suspected rabid or sick animal (skunk, squirrel, raccoon, etc), who to call about a feral cat, an injured domestic cat, a stray dog, or a dead animal. Could the City please clarify for us on Front Porch Forum so people know who to call?
Thanks to the person who so kindly helped out that skunk with her head in a can. Charlie Auer says the way to avoid getting sprayed is to scoop the skunk up by the hind feet. ????
Yes, the question can be confusing because there are different answers depending the animal's health and if the animal is on public or private property.
Generally, here are the two scenarios and answers:
If you are trying to report sick or injured animal wildlife – Call the Burlington Police at 658-2700. If they are unable to help you they will direct you to an appropriate resource depending on your situation.
Fish and Wildlife does have jurisdiction involving wildlife. If you have wildlife on your private property and the animal is not sick or injured it is best to try to leave it alone. If you want live wildlife relocated, the VT Fish and Wildlife Department is your best resource. See their nuisance wildlife page below:
