Might be vandalism.
And I've commented on a related point in the past: at the Tudor St dog park, dog owners consistently "fling" poop bags *at* but not into the trash receptacle, so they end up falling outside of it and lie on the ground. If that was happening here, again it would be easy for the bags to get scattered.
