A suggestion: note each call you make, the date, time and the name of the officer or agent receiving the call and what was said...
eg, Sunday Jan 16 spoke with office xxx at 9 am reported a man on 1st street selling drugs to other pedestrians and to a car, green chevy, ny liscence xxxxx.
Something like that. That presents a clear and informative record of the events which is important to your readers and neighbors

I work narcotics for KPD If you call today before 3pm and leave your name and a number I can call you back and this matter will be resolved. I already spoke to the dispatcher and they are aware of your call. Just tell them you have info in regards to this information and leave a name and number. They will call me and I will call you thank you

If this continues and is not resolved by KPD, please report to the Sheriff's Dept. They solicit tips without having to identify yourself. Historically, the KPD is not know for going after "small fry" Again the Chief said at a Neighborhood Watch meeting 4-5 years ago that the burden of proof makes these small dealers hard to convict.

The notion that they need to be able to convict on each and every bust is from the "made for TV" crime busting:
On on end there is the "if you see something, say something" and that is assumed to be sooner than later.
To the police and enforcement agencies, it's up to the police to do something... arrest them on probable cause... get out of the police car, be seen.
It is nonsense that the police can't do anything... give any one of the citizens a badge, and yeah, they'd have the sense to walk up to suspected drug dealers and see what is happening. Just say "Hi, I'm officer so and so... how are you today"...

Get him on video doing this and show it to the police. Tell them you're going to release the story to the Freeman and let them know that police don't care about drugs. Call DARE about it, too. Get it on video. If you have a cell phone, does it have a camera? Go toss eggs at him and tell him to beat it.

Forget the Kingston PD, call the sheriff's department.
