The fronting property owner are responsible for the maintenance and repair of there sidewalk.
See sec 5610 of the Calif State Streets and Highway code and 12.04 of the Oakland Municipal code.
If you want this sidewalk repaired it my take a few calls. The more concerned neighbors that file complaints the better.
