This area is ROW that is currently being used as a shoulder. While the tire ruts can be unsightly, this is not an area of ROW that the City is able to maintain other than a shoulder, which can at times produce some ruts in the rainy season. This area is due for some construction later this year and this shoulder will likely receive a lot of use from heavy vehicles. Gravel will may be added during or after the project. Thanks for you concern.

How about add some gravel now at least? Since it sounds like trucks get to damage the ROW when they feel like it.
