Description

The grass at some areas in Libby Hill Park is over 5 feet high. (Yes, feet, not inches.) In other areas, it seems some attempt at mowing has been made, but the grass was way too high before that, so now there are just big slippery clumps of grass everywhere. Also, the mow-job was not thorough, so there are many random clumps of tall grass in the middle of the "mowed" parts. If a private homeowner kept their land this way, they would be fined, no doubt. So why doesn't the city maintain its lots?
