Description
Water authority truck #191519 on 3/5/20 @ 9:35 stopped covering crosswalk so pedestrians could not cross and had to walk into traffic lanes to get across when walk signal was lit. Made no efforts to back up to correct. Hispanic male driver, beard, late 20's to early 30's.
