Dog poop that is left on the ground is the responsibility of the dog owner to pick it up and remove it.
It has nothing to do with the trash collection until it is put into the dog owners trash. There is a fine for not picking up after the dog.

How often have people been fined? Any statistics on that?

I guess you will need to start a poop patrol and report the offenders.If this is a constant problem, go to your neighborhood association and discuss the problem.
