The Seawall is a City Park but no one care about anything over the Q-Bridge. Notice no meals are being distributed at Nathan Hale?

Can anything be done about large groups of children playing in front yards? There is a home on West Rock Avenue that has 7 or 8 kid’s dropped off each night to play?
