I'd like to apply for an "Obstruction Permit" to park a moving POD on Mansfield St, Zone 7. The size of the pod is only 7ftx7ftx8ft but will need a 40'x12'x15' (LxWxH) clearance. To whom do I send the permit application, given that the office of Transportation, Traffic, & Parking is closed indefinitely? I have filled out the form (https://www.newhavenct.gov/civicax/filebank/blobdload.aspx?blobid=32689) but don't know who to send it to. Thank you.

Obstruction permits are obtained through the Building Department who recently switched to an online permit application process that can be found here;

Upon approval of your obstruction permit, please call the Department of Transportation, Traffic, & Parking between 9am and 12pm the morning prior to the obstruction at (203)946-8075 and leave a detailed message including your name, phone number, permit number, location of obstruction, and approximately how many feet you will require for the obstruction the following day.
