The City of Roseville and many others have deemed it essential to have the lawns cut

It was my understanding that Roseville along with other Cities would allow grass to be cut or possibly that you wouldn't ticket them. Many seniors are unable to care for their own grass and to prevent rats the companies may cut grass only

It could be that they're elderly/disabled and family members are helping take care of them. Which is allowed.
