Obstruction (not construction) . These self medicating victims of civil society are not going to the shelters, small house, tough shed and now the offered hotel rooms. Because they have rules. More and more street people being interviewed are saying they are no better than prisons.

Why can’t they follow rules? The rest of society does. If they can’t follow them then they probably belong in prison to be “rehabilitated” to become a functioning member of society. At least in prison they are less of a strain on society there then in our neighborhoods.

The State, County and Cities are letting out large numbers of prisoners to keep them from getting Covid19. There is almost no over site so expect crime to way up. As very few are getting so called rehabilitated in prison. These street addicts know they can fuse shelter or help. All the ones I encounter on the street are smoking, drinking getting or all at the same time. They seem to have plenty of cash and time for all there bad habits. Bonus the illegal street pharmacists deliver.
